LT. COL. JOE BIERLY
USMC (Ret.) National Director
Oracle Corporation, Justice & Public Safety
As National Director for Oracle’s Public Safety Group, Joe is responsible for domain support for justice and homeland security clients in the United States and Canada. Joe has been with Oracle for ten years and previously served as the National Director for Justice and Public Safety with Oracle Consulting. He has also worked for Motorola as their National Solutions Leader for integrated justice and Logicon where he was their Director of Law Enforcement Programs. Among his projects, Joe directed the design and deployment of the Southwest Border States’ Anti-drug Information System.
Additionally, Joe served his country for 22 years as an infantry officer in the United States Marine Corps in a variety of assignments ranging from infantry duty in Vietnam to counterterrorism operations in preparation for the 1986 Asian Games and 1988 Olympics in Seoul. He retired in 1991 with the rank of LtCol.
While on active duty, Joe planned and directed US counterterrorism (CT) operations prior to and during the 1986 Asian Games and the 1988 Olympic Games and served as primary liaison with the FBI, national and foreign CT response units, and other civilian agencies to augment host-nation CT capabilities. Joe coordinated the activities of the country’s Counter Terrorism Working Group and coordinated US response to a variety of actual incidents to include aircraft bombings, hijackings, street rioting, hostage incidents, and assassination attempts. He planned, coordinated, and directed multiple combined exercises to include world’s largest special operations exercise (2.5 million participants) and the largest counterterrorism exercise ever held. For those efforts he received a personal citation from the Secretary of Defense and the Meritorious Defense Service Medal.
Earlier in his Marine career, Joe commanded a 350 person Marine and civilian security force responsible for public safety, base security, and special weapons protection at San Diego's three naval bases (total population in excess of 100,000). Bases under his jurisdiction included two major airfields, one major port, and three large industrial facilities. He also commanded an elite security force in Vietnam responsible for the personal protection of the Ambassador and key staff, as well as the Embassy and all US Consulates in the country. He served special operations tours with Marine reconnaissance units and planned special operations missions in support of Desert Storm.
After retiring from the Marine Corps, Joe consulted for foreign governments on sensitive internal security and intelligence issues. He has also worked on counterterrorism operations and executive protection with private firms.
Joe has spoken on the subject of counterterrorism to audiences ranging from local law enforcement agencies to the staff of the National Security Council at the White House. He has presented his nationally acclaimed seminar series, “Winning the War at Home”, to over 10,000 law enforcement officers, first responders and school administrators across the country representing over 500 different agencies.
Joe has a BS from Penn State University, a Masters from Pepperdine University and has attended a wide variety of counterterrorism related courses to include training in Israel with Israeli security forces, hostage rescue training with Israel’s elite YAMAM unit, and training in multiple terrorist doctrine based on the Beslan School attack. He is a certified combat firearms and martial arts instructor.
He resides on his farm in Menifee, California where he raises avocados and trains working dogs for law enforcement in his spare time. His professional affiliations include the Police Executive Research Forum, the Marine Corps Association, the American Society for Industrial Security, the Western States Police K9 Association, the International Association for Counterterrorism and Security Professionals, the International Association of Chiefs of Police, the National Tactical Officers Association, the Illinois Tactical Officers Assocation, and the Texas Tactical Police Officers Association.
