On February 3, 1990, the Executive Committee (the governing body) of The International Association of Chiefs of Police (IACP) authorized the IACP staff to take the necessary steps to create the IACP Foundation. By November of that year, the new IACP Foundation was incorporated as a separate legal body in the Commonwealth of Virginia. In early 1991, the IACP Foundation filed an application with the Internal Revenue Service seeking tax-exempt status as a 501 (c) (3) non-profit organization.

The IACP’s governing body adopted the Foundation concept because it was seen as a vehicle that would provide a new structural home for those activities that rely heavily upon funding coming from outside the association. It was also seen as a new center of activity that would concentrate on taking advantage of funding opportunities and possibilities for new programs and initiatives.

Under the laws of the Commonwealth of Virginia and IRS regulations, the IACP Foundation operates under the Foundation’s by-laws as approved by a majority vote of the Foundation Board of Directors.

After remaining dormant initially for several years, the IACP Foundation was jump-started at the turn of the century by the hiring of its first Executive Director. Through seed money from the IACP Association, the ensuing years saw the building of the framework for fundraising endeavors as well as the establishment for some of the Foundation’s signature programs such as the Center for Police Leadership and Michelle Norton’s Story.

At the present time, the Foundation is led by Foundation Director Ms. Patricia (Petey) Casstevens, who, with the assistance of the IACP Foundation Board of Directors, the IACP Association’s support staff and Foundation program directors, is hard at work to make the Foundation self sufficient and to find support for the Foundation’s many innovative and important programs.

The International Association of Chiefs of Police Foundation is a not for profit 501 (c) (3) organization established to solicit, receive, administer and expend funds for law enforcement related charitable and educational purposes.
